VGA and SVGA cables are for all intents and purposes the same. SVGA cables are generally shielded better. Original specs rate VGA capable of 640x480 while SVGA was 800x600. Obviously they can do much more than that given todays resolutions and the fact that the technology can still be used.

As for your PS2 there may be two problems, lets start with the simplest one. Your monitor is in 16:10 aspect and I am assuming you have your PS2 in either wide screen or standard. In the original image it is going to spit out a 4:3 image and in wide screen it is going to spit out a 16:9 image.
Your monitor might not have any scaling for a 16:9 image thus you get "stretching" or overscan depending on the monitor. Both result in not very pretty results.
If you have it in default 4:3 on the other hand your monitor might need to be toggled in settings between normal and wide screen. If your monitor doesn't have any of these settings and doesn't have any scaling you will get a super streched image

Similar to the 16:9 dilema of problem 1, I have an HDMI blaster which outputs a 720p signal to my monitor regardless of what is connected. 720p is a 16:9 resolution thus your monitor might not be scaling properly if the VGA mega cool box acts in a similar function.

Lets assume you are scaling correctly and your running your PS2 in a standard 4:3, mix in what I said in #2 you should have bars on the top and bottom. Since the PS2 is running in this "space" you will also have bars to the left and right resulting in a smaller image.
Besides what I have pointed out there really isn't much else you can do to make it better. As for how the image looks your missing the processing options a modern TV offers you that most computer monitors do not offer besides using better panel technology imo. I am running off of a Dell 2408WFP which is ok, and I find to be superior to TN panels in color reproduction and image quality but at the same time still lacks to a good TV.
