From what i've been told you can take the board that contains the key off the old drive and transfer it to the new one, basically replacing everything except the pcb the key is on. This unit he is selling sounds like it can brute force the key off the old drive to be transfered onto the new drive. Might be handy for someone who does alot of dvd drive repairs or replaces the original drive with another brand of drive. If you have any pics they would definately help, and i would like to see what the unit looks like for my own curiosity
